County Executive Chris Coons

When Christopher A. Coons was sworn in as New Castle County Executive on January 4th, he put in words what had already become evident: “Times have changed, and the old ways of doing things in this government are over.” Gone is the hierarchical style that demanded heel-clicking attention to the chiefs. In its stead is a collaborative approach of associates working together toward common goals.

Chris set the tone in his campaign, refusing to respond in kind to negative campaigning. He made his direction even clearer in his appointment of David W. Singleton as Chief Administrative Officer and Lynn Howard as Deputy Chief Administrative Officer. Both are highly respected and both bring significant expertise, Dave from his service as Delaware Secretary of Finance and Chief of Staff for Mayor William T. McLaughlin, as well as his years in the banking industry with J.P. Morgan & Company and MBNA, and Lynn from serving as Chief of Staff for Wilmington City Council and Advisor to Governor Thomas R. Carper, as well as service in the non-profit sector.

Chris made it clear even before these appointments that he intended to work closely and well with both the State and the City. The selection of Dave and Lynn solidified that commitment. These appointments–as well as his other staff choices–also make it clear that he intends to surround himself with competent people of integrity.

He'll need the help. In addition to the usual travail of transition from one administration to another, Chris intends to bring culture change to New Castle County Government. On top of the changes he outlined in his campaign, he has a plethora of recommendations for each County department from the transition teams awaiting action. In the midst of the challenge of all this change, he'll face labor contract negotiations and high expectations from nearly everyone.

Chris will share his vision and his plan of action.
