JACK MARKELL
State Treasurer
When Jack Markell burst upon the political
scene in his 1998 bid for State Treasurer, he brought with
him a vision for the possibilities of the Office of State
Treasurer that gave energy to the election season from a usually
ho-hum race.
During his campaign, Jack Markell talked
about not only automating business practices in the Treasurer's
Office, but also, using technology for citizen access to all
areas of government. Within eight weeks of taking office,
his first budget proposal included a reduction of 16% and
4 positions, and he is now automating many core functions
that have been done manually. In addition, he is chairing
the e-government steering committee charged with making all
State government departments and State services internet accessible.
During his campaign, Jack pledged to provide
better performing options, consolidated statements, and electronic
access to accounts within State employees' deferred compensation
plan. State employees now have a new plan with Fidelity Investments
that is free, flexible, full of investment options, and much
more like a supplemental retirement plan in the corporate
world.
During the campaign, Jack pledge to bring
relevant financial education into Delaware's classrooms. He
has worked with the University of Delaware, State Chamber
and Delaware banks to launch bank-in-school programs in elementary
schools throughout the state that help satisfy the Banking
and Personal Finance component of the State's Social Studies
standard.
Since Jack became chair of the Delaware College
Investment Plan in July, enrollment has grown by 213% to more
than 2,500 households, and assets have grown by 310% to almost
$16 million.
Along the way, Jack spearheaded the Everywoman's
Money Conference attended by over 800 last November. The next
conference is scheduled for November 11, 2000.
Jack Markell will discuss the e-government
initiative, the innovative programs that have been put in
place since he took office, and what's next. He will also
offer his perspective on the sustainability of Delaware's
economic health and what we need to do to protect our economic
vitality.
